Roselyn Adadzewaa Otoo is a seasoned development finance and policy expert with over 15 years of global experience spanning Africa, the United Kingdom, and Asia. She brings deep expertise in financial inclusion, digital financial services, gender and youth economic empowerment, policy advisory, and large-scale program management.
Roselyn currently serves as Project Director at the Institute of Statistical, Social and Economic Research (ISSER), University of Ghana, where she leads a Bill & Melinda Gates Foundation–funded multi-country research initiative focused on advancing inclusive finance across Sub-Saharan Africa and Asia. She also manages the West and Central Africa Hub of the IDRC-funded Future of Work Research Initiative.
Previously, Roselyn was a Policy Specialist at the Alliance for Financial Inclusion (AFI), providing regulatory and policy advisory support to over 80 central banks globally. She has held senior leadership and advisory roles with organizations such as the World Bank, MasterCard Foundation, UNDP, Plan International, British Council, and Save the Children USA, contributing to landmark initiatives in youth savings, digital finance, capital market reforms, and national financial sector strategies.
Roselyn has led high-level public sector strategy engagements for Ghana’s Ministry of Finance, Securities and Exchange Commission, and Ghana Stock Exchange, and has overseen multi-country fintech, youth entrepreneurship, and enterprise development programs across Africa.
She is a Certified Expert in Financial Inclusion Policy (Frankfurt School of Finance & Management), a Project Management Professional (PMP), and holds a Master’s degree in International Affairs from the University of Ghana.
Her years of global expertise in financial inclusion, digital finance, gender economics, youth empowerment, and public sector reform, significantly strengthening the company’s ability to deliver inclusive, sustainable, and impact-driven financial services. Her experience with leading institutions such as the World Bank, AFI, UNCDF, British Council, Plan International, and the Bill & Melinda Gates Foundation provides valuable insight into international best practices, supporting McAsante’s growth, governance, and alignment with regulatory and financial inclusion frameworks. She offers strategic guidance in digital financial services and client-centered product design, while her specialization in gender and youth empowerment enhances tailored financing and capacity-building initiatives. Additionally, her expertise in monitoring, evaluation, and policy engagement enables the company to strengthen impact measurement, attract funding, and effectively engage with regulators and stakeholders, ultimately positioning the enterprise as a credible and innovative leader in advancing financial inclusion in Ghana and beyond.
